Probably because dingbats would flag every other video as misleading or spam if they disagreed with it. Extra work for the moderators, etc. Letting us vote them down as we noticed them might be more efficient?

They could just store the number of people who have flagged a video, and only manually investigate if it has exceeded a certain threshold. I assume that's how most other sites, such as YouTube, do it.
